Kindly check in Table 'T093C' Fiscal Year field by entering the parameters of your company code and check which year is mentioned in that field.  As that field indicates the current asset open fiscal year.

So if their 2013 is mentioned then you need to firstly open 2014 fiscal year and then only you will be allowed to open fiscal year 2015.
