Make to Order

Hi experts

I have an issue,

I am using the scenario MTO, maintaining strategy 82, Procurement type F, and Special procurement 30, I have created PIR (MD61)

When MPS runs (MD41):

It automatically creates customer orders to PIR

For sales orders creates customer orders and production orders

But, Why is it creating production orders?
