I would like to inform that my problem was solved, and you was right, the problem was in JAVA.

The parameter about TIME ZONE needed to be changed, in my java the parameter was set:

Java parameters: -Duser.timezone=Brazil/East

I changed to  -Duser.timezone=GMT-3

Now, the UAR  tickets were created and the problem was solved.
