Hi Raju,
It's not about you having SAP* profile based authorizations, if the client is not open to have any cross-client customization done, then you can't do any changes for cross-client unless the client is OPEN.
Like I mentioned in my previous comment and and as Uma suggested, you contact your Basis team to get the client opened in order to make you enable to do the necessary configurations.
