The note 1169386 - MM04: No display of archived change documents is valid below EHP 4 and it explains that its due to a missing function, if you are not able to display the archived change documents in MM04. The solution in the note 1169386 is given as the code correction as explained in the note: 1050935.
If you are in later release and still facing the same issue, you may raise an OSS ticket to SAP.
