I recently encountered a similar problem with the error message "The Crystal enterprise.null plug in does not exist in CMS (FWM 02017).
this was on a 3.1 system. I could never find an explanation for the message or a solution. Eventually I gave up and did a complete uninstall and reinstall on that server.
