If the question descriptions are in a different table than the answers, do you have a inner join from between the two? If so, you're not going to get any questions that weren't answered. Here's what I would do:
In the Database Expert, make the link from the answer table to the question table. Right-click on the link and select "Join Options". Make this a Right Outer Join. This means you should be able to get all of the data from the question table even though there is no corresponding answer.
This should get you close to what you're looking for.
